MEMORANDUM OPINION

SHARP, United States Magistrate Judge.

This matter arising under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 1346(b), 2401(b), and 2671-80, came before the Court on December 9, 2003 for a bench trial on the limited issue of Defendant’s statute of limitations defense. 1 Plaintiff Tracy Donell Holland testified on his own behalf, and Defendant United States of America called as witnesses Plaintiffs wife (Melissa Holland), and two of Plaintiffs medical providers, Jacqueline W.
