OPINION
BIERY, Justice.
On March 18, 1988, T.M.B. filed a petition for expunction of his criminal arrest record relating to the offense of aggravated sexual assault of a child. 1 On March 24, 1988, the trial court granted T.M.B.’s petition for expunction; on the same date, the trial court ordered the court records regarding the expungement sealed “to protect the rights of the Petitioner.” Thereafter, on February 16, 1989, in connection with a bill of review seeking to set aside the expunction order on the ground it was “obtained through fraud and in violation of the Rules of Civil Procedure”…
