This case is before the Court on Plaintiffs motion for judgment on the agency-record. Plaintiff United States Steel Corporation (“U.S.Steel ”) seeks judicial review of the U.S. International Trade Commission’s (“ITC”) second five-year review of the orders against Oil Country Tubular Goods (“OCTG”) from Argentina, Italy, Japan, Korea, and Mexico.
