Plaintiff, a colonel, Army of the United States, who has been retired for physical disability, brings suit in this court claiming entitlement to an increase in his retired-pay benefits. The facts stated as simply as possible are as follows:

On July 12,1918, plaintiff was commissioned as an officer, National Army, and served on active duty until March 8, *3771919, when he was honorably discharged. On January 28, 1920, he was appointed a first lieutenant, Officers’ Reserve Corps, and advanced to the rank of colonel on May 27,1941.
