The issue which we address in this case involves the trial court’s refusal to allow into evidence a report prepared by a governmental safety agency. The Court of Appeals reversed the trial court’s rulings on this point and on a question concerning the trial court’s refusal to instruct the jury that thé defendant had a duty to warn. For the reasons set forth in the discussion that follows, we modify the judgment of the Court of Appeals but deny leave to appeal in all other respects.
