Petitioner, Homer E. Detrich, as Director of the San Diego County Department of Public Welfare, a licensed adoption agency, sought to have the minors, Antonio F., Maria G. F., Eligió F., and Leticia F., declared free from parental custody and control of their mother, Maria F. Detrich’s petition, for statutory authority, relies upon Civil Code section 232, subdivisions (a)(2), and (a)(7). 1
