Northwest South Dakota Production Credit Association (PCA) appeals from an order entered in the District Court1 for the District of South Dakota dismissing its complaint without prejudice for want of subject matter jurisdiction. For reversal PCA argues that the district court erred in determining that 25 U.S.C. § 483a does not provide federal question jurisdiction of an action to foreclose a mortgage on individually owned Indian trust lands.
