On December 17, 1928, tbe City of Padncab, a city of the second class having a Commission-Manager form of government, enacted a general zoning ordinance pursuant to the provisions of Chapter 80, Acts of 1928, now KRS 100.320 to 100.400, relating to cities of the second class.
