Appellant, Mari A. Schaefer, now appeals this court’s order of January 26, 2011, reversing the October 21, 2010 final determination of the Pennsylvania Office of Open Records. The request, submitted pursuant to the Right-to-Know Law, sought individuals’ home addresses and dates-of-birth, not on the basis that the individuals are citizens, property owners, taxpayers or voters of Delaware County, but solely on the basis that the individuals are employees of Delaware County.
