We quite concur in the views expressed by the learned judge writing the opinion of the court below, and could perhaps well rest the decision of the case upon the consideration there given to it were it not that the novelty of the provisions c'ontained in the so-called “ eight hour statute,” and the large number of persons interested in their construction, render it proper thát we should also express our views with reference to their legal'effect.
