BEACH, J.
The plaintiff estate of Casimir Machowski1 appeals from the judgment of the trial court dismissing *832its appeal from the decision of the defendant inland wetlands commission of the city of Ansonia (commission),2 denying the plaintiff a permit to conduct regulated activities on a parcel of real estate. On appeal, the plaintiff claims that the trial court improperly applied the substantial evidence test in its review of the reasons given by the commission for denying the plaintiffs application. We agree and reverse the judgment of the trial court.
