WILLIAMS, Circuit Judge.
John Boyle is no stranger to corrupt Chicago politics. He was convicted in 1992 of embezzling millions of dollars in change — that’s in change, not and change — from the state of Illinois while serving as president of the Public Armored Car Company, which retrieved, transported, and stored quarters and other coins for the Illinois Tollway Authority.
