The Director of Revenue (the “Director”) revoked Mark Jones’s driver’s license for one year pursuant to section 577.041 1 after he refused to submit to chemical testing of his breath. Jones filed a petition for review with the circuit court, contending, inter alia, that the arresting officer lacked reasonable grounds to believe Jones was driving a motor vehicle while intoxicated.
