Pursuant to section 1-40-107(2), 1 C.R.S. (1997), the petitioners challenge the title,’ ballot title and submission clause, and the summary fixed by the initiative title setting board (“Title Board”) for a proposed constitutional amendment designated “1997-98 # 112 (Livestock Operations).” The respondents are the proponents of the initiative and the Title Board.
