This litigation challenges New York City’s decision to close Sydenham Hospital, one of its 17 municipal hospitals, on the ground that the City’s proposed action would constitute racial discrimination in the use of federal funds in violation of Title VI of the Civil Rights Act of 1964, 42 U.S.C. § 2000d et seq.
