Spencer filed a complaint for damages against the Greenwood-Leflore Airport Authority a/k/a Greenwood-Leflore Airport Board ("the Airport Authority"), the City of Greenwood, and the Leflore County Board of Supervisors ("the Board of Supervisors") alleging he sustained damages while landing his aircraft at the Greenwood/Leflore County Airport ("the Airport"). The Airport Authority filed a motion to dismiss, alleging that it is an entity lacking the authority to sue or be sued; therefore, Spencer could not maintain a suit against it.
