OPINION

HAROLD H. GREENE, District Judge.

Plaintiffs, the American Federation of Government Employees (“AFGE”) and four indi vidual non-supervisory civilian Department of Defense (“DOD”) employees holding positions requiring a secret security clearance, challenge the legality of the government’s request for information and for authorization to collect information from third parties. Plaintiffs’ claims rest on both constitutional and statutory grounds.
