¶1 — A Thurston County hearing examiner granted a special use permit (SUP) to Quality Rock Products, Inc., and Eucon Corporation (collectively Quality Rock) to expand gravel mining operations at their Thurston *128County mine. On review, the Board of County Commissioners (Board) remanded the matter to the hearing examiner to determine the proposed use’s effect on the Black River.
