Willie B. Johnson (“plaintiff’) appeals from an opinion and award entered by the Full Commission of the North Carolina Industrial Commission (“the Commission”) denying his request to reinstate vocational rehabilitation efforts and ruling that plaintiff is time-barred from recovering any further compensation.
