The Democratic Executive Committee for the Parish of East Baton Rouge is appealing from a judgment of the district court ordering the committee to certify to the Secretary of State the name of Louis S. Prejean, to be printed on the official ballot as a candidate for nomination for the office of City Judge of Baton Rouge, in the Democratic primary election to be held on the 12th day of September.
