Introduction

On November 6, 2009, this court issued a summary order concerning plaintiffs motion to compel, and indicated that a more detailed order [and memorandum] would follow. The court will expand its analysis in two areas:

1. Production of internal affairs reports related to complaints in other matters;

2. Use of a defendant’s employee by plaintiff for purposes of acquiring expert testimony.
