Mabardy Washed Sand and Gravel, Inc. (Mabardy), operates a gravel pit from.a 148-acre site in a residentially zoned district off River Street in Winchendon as a protected nonconforming use. On July 29, 1988, Mabardy applied to the Winchendon board of appeals (board) for a special permit to change its nonconforming use from a gravel removal operation to a demolition landfill.
