Petitioner Samuel Ross, currently confined at the State Correctional Institution at Huntingdon, Pennsylvania, has filed this pro se petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. United States Magistrate Peter B. Scuderi, to whom the petition was referred for a report and recommendation, has recommended dismissing the petition for failure to exhaust state remedies.
