I. Introduction

Plaintiff Roderick Foxworth, Jr. (“Plaintiff’ or “Foxworth”) brings this action alleging employment discrimination based on race against the Pennsylvania State Police (“PSP”), Jeffrey Miller, Terry McElheny, Steven McDaniel, and Linda M. Bonney (collectively, “Defendants”) pursuant to 42 U.S.C. §§ 1981 and 1983, as well as Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. (“Title VII”).
