Appeal from an order of the Supreme Court at Special Term, entered September 24, 1976 in Tompkins County, which granted an application by petitioner to stay arbitration. Jane K. Rosenblum, a member of the appellant Ithaca Teachers Association, was appointed by the petitioner as a probationary elementary grade teacher in 1973. Her first two years were spent introducing and developing innovative reading programs for which she received high ratings in her performance evaluations.
