Petitioners Gary Tiritilli, Kathleen Preuss and Susan Schlott (Group B Complainants) and the Citizens Utility Board (CUB) brought a complaint before the Illinois Commerce Commission (Commission) alleging that respondent Commonwealth Edison Co. (Edison) had misclassified and, thus, overcharged them in violation of sections 9 — 240, 9 — 241 and 9 — 252 of the Public Utilities Act (Ill. Rev. Stat. 1985, ch. 111½, pars. 9—240, 9—241, 9—252).
