On the 29th of May, 1918, Rene Caire applied to the board of examiners, created by Act No. 15 of the Extra Session of 1915, for a civil service examination for employment in a clerical position by the Board of Commissioners of the Port of New Orleans — known as the “Dock Board.” Caire was given the examination on the 31st of May, 1918, made a record of 93 per cent, and was given probationary employment on the 31st of July, 1918, and permanent employment on the 28th of May, 1919, as a civil service employee, in the classified service.
