BEAM, Circuit Judge.

On November 18, 1988, the government filed a three-count indictment against Robert E. Wallace. Wallace pleaded guilty to count I, which charged him with possession of cocaine with intent to distribute in violation of 21 U.S.C. § 841(a)(1) (1982), and to count III, which charged him with structuring a financial transaction to evade federal currency reporting requirements in violation of 31 U.S.C. § 5324(3) (Supp.V 1987).
