The Agency for Persons with Disabilities (“APD”) appeals an amended final order from the Division of Administrative Hearings sustaining Appellees’ Petition for Administrative Determination of Invalidity of Agency’s Use of an Unadopted Rule.1 Appellees are APD clients receiving Intensive Behavioral Residential Habilitation (“IBRH”) treatment.
