OPINION
TRIMBLE, District Judge.
This matter was tried before the undersigned on December 3,1998 and December 4, 1998 in Lake Charles, Louisiana. This suit arises out of an automobile collision between a vehicle operated by the United States Postal Service (“Postal Service”) and a private citizen. Plaintiff, Angela Simon (“Simon”), sued the United States Postal service under the Federal Tort Claims Act, 28 U.S.C. § 2671, et seq.
