The plaintiff, Chambers Medical Technologies, challenges the constitutionality of several provisions of both the South Carolina Infectious Waste Management Act, S.C.Code Ann. §§ 44-93-10 et seq. (“the Act”) and the regulations promulgated thereunder by the South Carolina Department of Health and Environmental Control (“DHEC”), Reg. 61-105.
