Appellant J.O., on her own behalf and on behalf of her son, C.O., brought suit in the United States District Court for the District of New Jersey seeking prevailing party attorney’s fees and costs for an administrative proceeding conducted pursuant to the Individuals with Disabilities Education Act (IDEA), 20 U.S.C. § 1400 et seq. (2001).
