Plaintiff International Outdoor, Inc., originally brought suit in Michigan state court challenging the City of Southgate’s denial of its applications for permission to erect eight billboards in the city. South-gate removed the case to federal court, at which point both parties moved for summary judgment. After briefing from both sides, the district court dismissed the case for lack of standing.
