TROTT, Circuit Judge:
The Nez Perce National Forest is located in north central Idaho east of Grange-ville. It is part of our cherished national forest system and managed by the United States Forest Service through its Red River Ranger District. In accordance with government contracts, the validity of which are not involved in this case, logging and associated road building activities were scheduled to occur in the Forest during 1996.
