Re: Validity of ordinances enacted by Kirby, a general law city

Dear Senator Mauzy:

In 1979, the city of Kirby, which is a general law city, enacted an ordinance entitled:

An ordinance regulating the keeping of animals including but not limited to, livestock, fowl, dogs and cats within the city limits of the city of Kirby; prescribing sanitary conditions for pens and enclosures; providing exceptions; providing a penalty not to exceed two hundred dollars ($200.00); and…
