In this Section 1983 action, the plaintiff Equus Associates Ltd. (“Equus” or the “plaintiff’) alleges that the defendants, the Town of Southampton (the “Town”), its Town Board, the current Town Board members, the past Town Board members who sat on the Board during the relevant time period, and the former Town Attorney, Michael Walsh (collectively the “defendants”), engaged in an unbridled abuse of power when they unlawfully saddled its application for a building permit to erect six barns on its property for the purpose of breeding, raising…
