KOONTZ, C.J.
The Commissioner of the Virginia Department of Social Services, Larry D. Jackson, appeals the circuit court’s decision holding that the Department of Social Services’ guide lines are unconstitutional. The circuit court found that (1) the Commissioner did not have statutory authority to adopt the guidelines, (2) the guidelines are inconsistent with the statute, (3) the guidelines are unconstitutionally vague, and (4) W. was denied due process. We reverse.
