This is an appeal by Thomas J. Zielinski (Appellant) from an order of the State Civil Service Commission *416(Commission) which affirmed the action of the Department of Public Welfare, Luzerne County Assistance Office (Appointing Authority) in removing Appellant from his position as Income Maintenance Worker II, regular status, on a charge of unavailability for work. .
