LEVAL, District Judge.
This is an action brought by the United States Government for civil forfeiture under 18 U.S.C. § 981. Claimant moves to dismiss for lack of subject matter jurisdiction.

For present purposes, only a brief summary of the elaborate facts is necessary. The action relates to an alleged sale to Libya of aircraft parts originating in the United States, in violation of the International Emergency Economic Powers Act (IEEPA), 50 U.S.C. § 1701.
