This action against a New Jersey resident was commenced under the service provisions of Vehicle and Traffic Law § 253. Subdivision (2) of such law provides that when suing a nonresident of New York service of process may be effectuated by serving the Secretary of State and complying with the follow*1043ing additional steps: "[S]ervice shall be sufficient * * * upon [a] non-resident provided that notice of such service and a copy of the summons and complaint are forthwith sent by or on behalf of the plaintiff to the defendant by certified mail or registered…
