State Ex Rel. Peterkin v. City Council of Parkersburg

At a municipal election held April 3d, 1923, in tbe city of Parkersburg for tbe election of a mayor and four councilmen to serve three years term of office beginning April 16th, 1923 J. S. Dunn, as mayor, and Okey DeVaughn, W. H. Dunbar, K. B. Stephenson, and Burdette Woodyard, as councilmen, were, on tbe face of tbe returns shown, and by tbe election board of tbe city declared, to have been elected; and each thereafter having qualified, since tbe 16th day of April, 1923, has been exercising tbe powers of bis respective office.
