On June 24, 1907, the board of local improvements of the city of East St. Louis presented to the city council an ordinance for the formation of a sewer drainage district and the construction therein of a sewer system and pumping station, together with a recommendation for the improvement and an estimate of the cost thereof. On the same date, at a meeting of the city council, the ordinance, estimate and recommendation were concurred in, referred to the committee on ordinances and ordered published.
