STATEMENT.

The following organic and statutory provisions are pertinent to the consideration of this cause:

Original Section 10, Article XII, of the Constitution authorized the Legislature to provide for the division of counties into convenient school districts, for the election biennially of three school trustees to hold office for two years and have the supervision of all the schools within the district; and for the levying of a district school tax not to exceed…
