Appeal from a judgment of the Supreme Court (Kahn, J.), entered September 18, 1986 in Albany County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to direct respondents to rescind rejection of petitioner’s bid and award various contracts to petitioner.
