Appellant Baltimore Steam Company, doing business as Trigen-Baltimore Energy Corporation (hereinafter referred to as “Trigen”), appeals from an order of the Circuit Court for Baltimore City dismissing Trigen’s declaratory judgment action for lack of standing.
