Plaintiffs in this case contend that the 1986 Land and Resource Management Plan for the Ouachita National Forest (“1986 LRMP”) and the Plan as amended in March of 1990 (“Amended LRMP” or “1990 LRMP”) violate the requirements of the National Environmental Policy Act (NEPA), 42 U.S.C. § 4332, the National Forest Management Act (NFMA), 16 U.S.C. § 1600 et seq., and the Administrative Procedure Act (APA), 5 U.S.C. § 701 et seq.
