¶1 Lucila Santiago filed a complaint with the Manufactured/Mobile Home Dispute Resolution Program (MHDRP), 1 complaining that her landlord, Narrows Real Estate, Inc., doing business as Rainier Vista Mobile Home Park (Rainier Vista), was overcharging her for the water utility.
