OPINION

SLOVITER, Circuit Judge.

This case concerns a tragic accident caused by an eighteen-year-old unlicensed intoxicated driver who refused to pull over for the police. The pursuit ended when the drunk driver collided with a vehicle in which the plaintiff Steven Jewell was a passenger. Jewell suffered serious injuries, including paralysis. He filed a complaint, naming the officers involved in the pursuit — Corporal Michael A.
