Appeal from a judgment of the Supreme Court (Kahn, J.), entered March 8, 1996 in Albany County, which, inter alia, in a proceeding pursuant to CPLR article 78, dismissed the petition for lack of jurisdiction.

Petitioner received her undergraduate education at the Juvenat des Saint-Coeurs Maison Notre Dame, a convent school, in Lebanon. Thereafter, she passed the National Teachers Exam, obtained a Master of Arts degree from Brooklyn College, was working towards the completion of a second Master of Arts degree to teach English as a second language and was accepted into an advanced certificate…
