Petitioner commenced this holdover summary proceeding against respondents, Constance and Ricardo Vecilla, the rent-*69stabilized tenants of apartment 2L (Apartment) in the building located at 350 East 62nd Street in Manhattan (Building) alleging respondents’ breach of á substantial obligation of their lease by causing the Apartment to undergo alterations without the petitioner’s prior consent.
